These remarks were made during his speech at
the opening of the workshop titled «Combating
Transnational Crime: An Approach Based on Smart
Border Control», which commenced on Wednesday,
November 22, 2023, in Vienna. The event was attended
by Mr. Khalid Alharfash, NAUSS Vice-President for
External Relations; Judge Dr. Hatem Aly, United
Nations Office on Drugs and Crime (UNODC) Regional
Representative for GCC Region; and Mr. Alan Cole,
Head of Border Management Branch at UNODC.
The workshop was conducted in collaboration with
UNODC in the framework of the strategic partnership
between the two parties and as part of the cooperation
agreement that has yielded various academic, training,
and research activities in security and justice fields.
Dr. Al-Banyan pointed out that transnational 46 4
organized crime is a serious form of crime, posing
a significant challenge to state agencies worldwide. participants from countries

The workshop, which involved experts from Arab
countries and relevant international organizations,
aimed to provide a general analytical overview of the
main flow of illicit trade across borders. It also sought
to enhance investigative capabilities to identify and
